"That is garbage, it’s garbage, it’s bullshit, and it should not happen," Milwaukee Mayor Cavalier Johnson said Tuesday after a 4-year-old girl was killed and her mother severely injured by a hit-and-run driver.

Zekani Hymes-Wilson and her mother, Gloria Hymes, were crossing the street around 4pm when they were hit by the car, which fled the scene, the Milwaukee Journal Sentinel reports.

Gloria Hymes was hospitalized with broken bones, while Zekani was pronounced dead at a nearby hospital.

Police say a 30-year-old man and a 21-year-old woman were arrested Tuesday night after a police chase in which the driver lost control of the car and crashed in a parking lot, WISN reports.

The woman fled on foot, but was apprehended later.

"They did not give up easily," Johnson said at a press conference near the scene of the accident.

"They just kept on going as if they hit a pothole, like they ran over a box, like it was nothing."
